Pre-k legislative agenda

Dear members, 
 
We are excited to report that a robust pre-k legislative 
agenda has emerged this year, with a number of 
preschool-related bills introduced last week in the state 
Legislature. 
Senate Bill 1629, introduced by Senator Darrell Steinberg 
with Assemblymember Dave Jones as principal coauthor and 
Speaker Fabian Núñez as coauthor, would establish a 
commission to create an early learning quality improvement 
system. This would include a framework for improving 
program quality and an enhanced funding structure that 
provides the necessary resources for programs to achieve 
higher quality, and the support and opportunity for 
teachers to reach higher levels of educational attainment. 
 
Assembly Bill 2759, introduced by Assemblymember Jones with 
Senator Steinberg as principal coauthor and Speaker Núñez 
as coauthor, would consolidate and streamline existing 
Title V child development programs that serve children 3 to 
5 years of age. 
 
It is the intent of the authors that these two bills be 
considered together as one policy reform package and they 
will be double-joined during the upcoming policy committee 
process.  
There is also a continued effort to include preschool 
facilities in the Public Education Facilities Bond Act 
(Assembly Bill 100, Mullin).

Over the next month, stakeholders will have the opportunity 
to review and study the legislation before the policy 
committees start considering the bills in March and April.
