AB 1164 Passes Senate Labor Committee! The Senate Labor and
Industrial Relations Committee voted on our bill AB 1164, A
Voice and A Choice for Family Child Care, yesterday,
Wednesday, July 11 in Sacramento. The bill passed by 3 to 2
margin. Voting "Yes" for provider rights were Committee
Chair Carole Migden, and Senators Sheila Kuehl and Alex
Padilla. The bill is scheduled to head to the Senate
Appropriations Committee in mid-August. Family Providers
Testify in Sacramento More than 2 dozen providers jammed
the committee room and voiced our support for AB 1164. Two
provider leaders, Merced Padilla from Contra Costa and
Rasiene Reece from Los Angeles, testified in front of the
committee on behalf of providers across California. "I've
been a dedicated provider for more than 11 years, and I'm a
working mother and grandmother. I'm also a proud union
member," said Padilla. "I deserve to have a voice in
decisions that affect the children and families I serve,
and my business, and I have the right to choose the
organization that represents my needs. I'm here today to
ask you to support AB 1164." Merced and Rasiene, together
with more than 25 years of experience, called on
legislators to support providers' right to participate as
equal partners in California's child care system. Get

advocates across California for this victory. Let's keep up
the good work! In coming weeks, family child care providers
around the state will have local meetings with legislators
to gain support for giving family providers and working
